Payroll year-end information: 2019 tax changes, tax form tips and more

Effective Jan. 1, 2019, the North Carolina state tax withholding rate is decreasing from the current rate of 5.599% to 5.35%. Because of this change, employees will see an increase in their net pay amount assuming they keep 2019 tax withholdings the same as current 2018 tax withholdings.

[FORMAL NOTICE] Reminder: Opting out of paper W-2s for calendar year 2018

Employees can now opt-out of receiving paper W-2 forms beginning with the current 2018 calendar year. Opting out of receiving a paper W-2 (also known as consenting to receive a W-2 form electronically), provides the most secure method of W-2 distribution, makes use of the Connect Carolina system, saves paper and saves costs.

Employee Direct Deposit Form Submissions

The University requires all employees to be paid by direct deposit as mandated by University Policy 1106, Direct Payroll Deposit. This allows paperless transmittal between the University and banking institutions and provides a safe, reliable method for ensuring employees’ receipt of their pay.
This memo serves as an update on how changes in direct deposit authorizations should be submitted to Payroll Services. All changes to direct deposit information must occur by the employee in person in the Payroll Services office. This change is being made due to heightened security concerns surrounding this process.

Biweekly pay day on Friday, September 14

New Employees Should Check/Change Tax Withholding Forms Online

As fall hiring season is not far away, this is a reminder that new employees (including student employees) will need to act if they want to change their tax withholding from the default status. Verifying their state and federal tax withholding allowances should be done online using the Connect Carolina SelfService menu. Please advise them of the information below.

Upon hire, the federal and state tax withholding for all new employees is set to marital status = Single and number of personal allowances = 0 (zero). If an employee wants to claim Single and 0 (zero) for both federal and state tax allowances, the employee does not need to do anything. If the employee wants to claim something other than Single and 0 (zero), the employee will need to make the change online by accessing the employee’s federal and state of North Carolina income tax withholding forms (W-4 and NC-4 forms) through SelfService after the individual has ConnectCarolina access.

Calculation of Biweekly Regular Pay for SHRA Permanent Staff

Each year information is provided to explain the method used to calculate your biweekly regular pay. The calculation method used each fiscal year appropriately calculates your regular biweekly pay. Since the 26 biweekly payrolls cover a different time period than the University’s fiscal year, it is important to explain how your biweekly regular pay is calculated.
