The Finance and Budget team provides effective fiscal leadership and stewardship of University financial resources while partnering with campus schools and departments to manage funds, analyze and improve business processes and make strategic financial decisions that are compliant and timely.

Fraud Alert! We have received reports of fraudulent purchase orders being placed that appear to be connected to UNC. If you are a vendor or campus unit and need to validate whether or not a purchase order is a legitimate one from UNC, contact Please do not assume an error or ignore it. If you are a vendor and suspect you are the victim of a fraud attempt, contact your local authorities to file a police report. We appreciate your diligence in this matter.

The Office of Finance and Budget includes 20 departments that oversee $9.2 billion in total assets and deferred outflows of resources and $5.5 billion of total liabilities and deferred inflows, with a net position at $3.6 billion as of June 30,2021. The departments are committed to prudent stewardship of University resources through strong internal controls, strategic planning and fiscal responsibility of funds.

Reminder to Notify Payroll of Employee’s Working Outside of the State of North Carolina

August 4, 2022

To notify Payroll of an out-of-state employee, please submit the form “Notice of Employee Working Outside of North Carolina” to and one of our Tax Team members will process the information.  The best time to submit this form is before an employee has been paid for work out of state.  However, all cases should be reported as soon as they are identified to best comply with various state requirements.

2022 TSERS Employer Contribution Rate Change

August 1, 2022

The employer retirement contribution rates have been communicated to us by the North Carolina Teachers and State Retirement System (TSERS). Effective July 1, 2022, the TSERS employer contribution rate increased from 24.10% to 24.50% and the Optional Retirement Program (ORP) employer disability and retiree health contribution rate increase from 5.99% to 6.99%.
