Richard (Lawson) Oldenburg, Asset Management Accountant

Lawson has been with UNC-Chapel Hill procurement since 2016 and recently accepted full-time status as an asset management accountant.

Lawson has an accounting background, including financial accounting, income taxation, and audit. He has been a licensed accountant in North Carolina and worked as a sole practitioner.

His current duties include weekly asset additions and disposals for all UNC-Chapel Hill departments and period close and reconciliation functions.

Lawson is an Orange County native and resides with family in Hillsborough, N.C.

Purchasing Services

Ted Bohlin, Outside Workforce Program Manager

Ted joined the Purchasing Services team on Sept. 6, after working as a consultant for the team since October 2021.

Ted earned his Bachelor of Arts in psychology from the University of Virginia in 1994. His previous roles were in various areas of the staffing industry: outsourcing efforts in India with Syntel, Inc., creating vendor-on-premises solutions for Computer Horizons, Inc. and implementing company-wide contingent workforce strategies for companies such as AT&T, Morgan Stanley and the American Red Cross. From 2008-2021, he founded a company that provided concierge-level service in the contingent workforce space to AARP.

As a subject matter expert in contingent workforce management, Ted is responsible for liaising with University customers and staffing agencies to ensure contingent staffing needs are met in a timely, consistent and fiscally responsible manner. In addition, Ted oversees the selection process for a managed service provider to act as the conduit to ensure the best service possible in the contingent workforce management space and to improve the overall processes around temp hiring. Finally, he will be working with the Kenan-Flagler Business School and the North Carolina Department of Administration (NC DOA) for Historically Underutilized Businesses (HUBs) to develop plans and promote economic opportunities within the University contracting and purchasing processes for certified HUB suppliers to aid their growth and profitability.

Kimberly Middleton, Software Category Manager

Kimberly joined the Purchasing Services Team on Aug. 29.

Prior to joining UNC-Chapel Hill, Kimberly worked several years in an administrative role for Saint Augustine College and the U.S. Navy, receiving her Bachelor of Science in business administration from Saint Augustine’s University in 2013. She has worked at UNC-Chapel Hill for more than 17 years in ITS Software Distribution.

As the category manager for software and software as a service, Kimberly will be responsible for the evaluating, negotiating, and awarding all software related contracts for the University and manage the relationships with key suppliers in this category.

Travel and Payment Card Services

Marquita Chalmers, Travel Card Program Administrator

Marquita Chalmers joined the Travel and Payment Card Services team on Feb. 28.

She earned her bachelor’s degree in business administration from Winston-Salem State University in 2008.

A native of North Carolina, she worked as a financial analyst at the University of Texas’s MD Anderson Cancer Center in Houston, where she was a prepaid card program administrator and handled monthly credit card reconciliations and accounting entries as well as served with accounting for the cashier’s office.

In her new role, Marquita manages Carolina’s Travel & Expense card program as well as provides Concur support to accountholders.

Shana Hart, Payment Card Team Lead

Shana Hart has been hired as the new Payment Card Team Lead for the Travel and Payment Card Services team as of May 16. Before coming to UNC-Chapel Hill, Shana was a professional chef, graduating from the Culinary Institute of America with an associate degree in culinary arts.

A resident of Pennsylvania for the past 27 years, she worked at the University of Pennsylvania for 25 years, serving the last 10 as a program manager, where she oversaw programs for the university’s P-Card, travel, meeting, student and gas card programs. She earned her P-Card professional certificate in 2019 from Professional Development Group II, Inc.

In her new role, Shana is responsible for documenting the P-Card and Travel card audit processes, as well as conducting project work related to the University’s card programs.

Yuliya Nikalaichuk, Travel Program Associate

Yuliya moved to the U.S. five years ago and first came to Carolina as a temp in 2020 before being hired in Travel and Payment Card Services on May 2.

Originally from Minsk, Belarus, Yuliya earned a hospitality degree and worked for Marriott Hotels for many years, processing check-ins, collecting payments, resolving guest’s issues and conducting customer service.

She is currently pursuing a bachelor’s degree in accounting at NC State University (scheduled to graduate in Spring 2023).

In her new role, Yuliya performs pre-audits for travel authorizations and reimbursements; reviews and approves travel expense submissions to ensure compliance with State, University and federal per diem policies; and ensures that appropriate supporting documentation is provided for reimbursement requests.
