The 2022 North Carolina State Budget provides for a one-time bonus payment of $1,000/$1,500 or a prorated amount based on FTE to permanent SHRA (including probationary and time-limited employees), EHRA Non-Faculty, and Faculty (including School of Medicine faculty subject to School-based comp plans) employees based on employment status and salary on Dec. 1, 2021, in accordance with the following eligibility requirements:

  • A $1,000 one-time bonus will be provided to employees who are employed as of Dec. 1, 2021.
  • An additional $500 will be included in the one-time bonus payment to employees who are employed as of Dec. 1, 2021, and who:
    • Have an annualized base salary not exceeding $75,000 (based on the employee’s Dec. 1, 2021 salary); OR
    • Are a law enforcement officer (The additional bonus for law enforcement officers is not limited by the employee’s base salary level).

Bonuses will be pro-rated for eligible part-time employees who meet the eligibility criteria above. Employees not eligible for the bonus include temporary employees and faculty in their first year of participation in the Phased Retirement Program (those in their second and third years are eligible). Employees currently on disability or on leave of absence (unpaid) may be eligible upon their return if they satisfy all other eligibility criteria.

For biweekly paid employees, this payment will be issued on Friday, Dec. 17, 2021, along with your regular paycheck. For monthly paid employees, this payment will be issued on Thursday, Dec. 23, 2021, along with your regular paycheck. When logged in to the Self-Service tab of ConnectCarolina, employees will see a separate paystub for this payment in the “My Pay and Taxes” tile and will receive a separate deposit.

Due to the conditions of this payment, the bonus is being issued as a separate check on those dates, will not have retirement or other deductions withheld against it, and will only have taxes withheld from it. For most employees, a flat rate method is being used to calculate the taxes: For federal taxes, 22% is being withheld, and for those subject to N.C. withholdings, 5.35% rounded up to the next whole dollar is being withheld. FICA and Medicare are being withheld per usual and subject to annual caps.

We are still waiting for final guidance from the UNC System Office about implementing the legislative salary increases. More details on that to come.
