The Finance Division supports the instruction, research, and public service missions of The University of North Carolina at Chapel Hill by providing fiscal leadership, safeguarding University financial assets, ensuring regulatory compliance and providing timely delivery of services to internal and external customers. This mission is carried out through Finance's vision of providing students, faculty and staff with an efficient and effective financial environment in which to carry out their daily tasks through teamwork, diversity, innovation, honesty and concern for customers.

The mission and vision are carried out by five service areas reporting to the Office of the Associate Vice Chancellor for Finance:
  • Assistant Vice Chancellor and Controller
    (financial statements; monthly and year-end close and reporting; accounting services including unit accounting for endowments and construction accounting; student billing, receivables, collection and accounting; wiring of funds; payroll processing; implementation of budget decisions; and tax and management services)
  • Director of Treasury and Risk Management Services
    (long-term debt management, internal loans, banking services, short-term investments, financial analysis, and insurance and business continuity)
  • Director of Material and Disbursement Services
    (purchasing of goods and services, receipt of goods at central warehouse, central storerooms, asset tracking, vendor payments, employee non-salary payments, and surplus property)
  • Director of Financial Systems and Controls
    (internal controls, current system projects, division liaison for ERP project, and network support)
  • Director of Communications and Training
    (media inquiries for finance areas, financial communications to campus, financial training programs, policies and procedures manual, and web design)

The University of North Carolina at Chapel Hill, as is the case with most universities, initiates and processes financial transactions in a decentralized operating environment. Hundreds of departments across the campus are responsible for their budgets and the initiation, approval and integrity of the related financial transactions processed against those budgets. The Finance Division provides central oversight, review, training, guidance and ancillary services to assist departments in carrying out the decentralized financial responsibilities.
