Payroll Services

About Us

Payroll Services processes and issues salary and wage payments to University employees; processes and remits deductions for federal and state taxes, retirement, and other withholdings; and processes and remits University payments for employee benefits. Payroll Services audits and approves actions submitted by departments through the Human Resources Information System (HRIS) or EPA Web. Payroll Services also audits and processes employee time sheets; and performs data control and reconciliation functions for earnings, taxes, deductions, and benefits. Payroll monitors compliance with special tax withholding and reporting regulations for all payments to nonresident aliens and also completes and submits reports required for federal, state and other purposes.

The sections within the Payroll Services department are:

  • Non Resident Alien Compliance
  • Tax Compliance and Reporting

EPA Monthly Payroll

This section processes all payments made to persons holding EPA appointments (exempt from the State Personnel Act) with two exceptions; part-time academic service appointees (graduate assistants, teaching assistants, etc.) whose appointments coincide with an academic year or semester, and summer school faculty, including visiting summer school appointments. The EPA Monthly Payroll Section also processes all supplemental payments (honoraria, one-time payments, etc.) made to persons holding EPA appointments who are paid regularly on a monthly basis, and all one-time payments made to visiting persons for services rendered on a temporary basis where it is determined an employer-employee relationship exists.

SPA Biweekly Payroll

This section processes payments to all persons holding SPA appointments (subject to the State Personnel Act), permanent or temporary, full time or part time temporary, all undergraduate student employees, and part-time academic service appointees (graduate assistants, teaching assistants, etc) whose appointments coincide with an academic year or semester.

 

Voluntary Deductions Section

This section audits payroll deductions and salary reductions for transactions sent to payroll interface via Benefits web. Certain other deductions are audited and processed through the payroll system such as garnishments, court-ordered garnishments and child support. This section is responsible for balancing the two health insurance plans: State of North Carolina Teachers' and State Employees' Comprehensive Major Medical Plan (CMMP) and the State Health Plan Preferred Provider Organization (PPO). The Deductions section also reconciles and monitors statutory deduction accounts and remits payments to state, federal and local agencies and private companies for whom payroll deductions are made. The following are examples of voluntary deductions offered to employees:

 

  • accidental death and dismemberment insurance
  • auto and homeowners insurance
  • deferred compensation plan
  • dental insurance
  • dependent care assistance plan
  • disability income
  • group life insurance
  • hospital and medical insurance program
  • liability insurance
  • savings bonds
  • Supplemental Retirement Income Plan of North Carolina
  • tax sheltered annuity
  • unemployment insurance
  • Teachers' and State Employees' Retirement Program (TSERS)
  • Optional Retirement Program (ORP)
These deductions are also taken:
  • court-ordered child support
  • federal, state, county garnishments
  • graduate school tuition deductions
  • United Way contributions
  • State Employee Credit Union deductions

Non Resident Alien Compliance Section

This section processes accurate and timely payments to all non resident aliens who are actively on payroll. This section is responsible for ensuring that the University adheres to very complex tax regulations and visa restrictions.

 

Tax Compliance and Reporting Section

This section is responsible for remitting of taxes, filing quarterly reports, W-2's and 1042-s, year end balancing and operations.
